The Welcome Message is only displayed when Global Anonymous Access is turned ON

      Issue Summary

      The Welcome Message configured in the Front Page Customization feature is not displayed on the front page (the login page) unless Global Anonymous Access is turned ON.

      Steps to Reproduce

      1. Configure a custom Welcome Message in the Front Page Customization feature
      2. Log out of Fisheye/Crucible
      3. Open up the Fisheye/Crucible Site URL
      4. The Welcome Message is not displayed
      5. Go to Administration > Security Settings > Authentication and ensure that Global Anonymous Access is turned ON
      6. Log out of Fisheye/Crucible
      7. Open up the Fisheye/Crucible Site URL

      Expected Results

      The welcome message is displayed on the front (login) page even when Global Anonymous Access is turned OFF.

      Actual Results

      The welcome message is not displayed on the front (login) page, unless Global Anonymous Access is turned ON.

      Workaround

      Go to Administration > Security Settings > Authentication and ensure that Global Anonymous Access is turned ON. This should let you see the Welcome Message on the anonHome page at least:
