Upgrade Lucene library to 7.6 or newer to reduce index size and improve indexing speed

      In JIRA 8 the Lucene engine responsible for indexing has been upgraded from version 3.3 to version 7.6. As a result of this action (and data restructuring) they gained 48% reduction of Lucene index size and significant improvements in indexing speed and search. See introducing-jira-software-8-0 for details

      Let's do the same for Fisheye.
