Steps to Reproduce

1. Create Git repository with Russian binary file name
2. Add the repository to Fisheye Crucible.
3. Create review,
   1. Create a review.
   2. Choose Explore repositories
   3. Select a file.

Expected Results

The file name to be shown in Russian.

Actual Results

The files name are appearing in question mark.
