Incorrect character encoding on user lines of code page

      Reproduction steps

      1. Have SCM committer with non-ASCII characters,

      2. Specify user-committer mapping 

      3. Go to user page http://localhost:6060/foo/user/admin

      Current behaviour 

      Non-ASCII characters are not encoded properly 

      Actual behaviour 

      All characters should be encoded properly
