A certain set of steps in svn will cause the error "Not inserting revision path/to/file@9 because a parent directory is missing"

      Steps to reproduce

      1) svnadmin load PATH_TO_REPO < conor.dump
      2) point your fisheye to REPO
      3) The initial index will error with the following:

      ERROR - Modification found to path/to/file@9  with no previous revision
ERROR - Not inserting revision path/to/file@9  because a parent directory is missing
INFO  - finished initial scan of repository Mine in 1s
