[JFP] The Code Reviewed condition shouldn't consider commits without revisions as unreviewed

Most visible for merge commits which are often seen as commits without revisions (as FishEye only adds revisions that are different to either parent to such commits).

Having such a commit makes the condition always fail, as it cannot be in a review. Instead commits without revisions should be ignored.
