Medium Description
When starting a clean 3.9.1 instance I see several warnings like:
2015-09-10 16:50:40,581 WARN [qtp138776324-132 ] com.atlassian.nps.plugin.storage.UserServerStorageService UserServerStorageService-getSetting - Couldn't check the NPS settings. This can safely be ignored during plugin shutdown. Detail: null
Once I setup instance and log in with admin password, I see different warnings:

Few of them are logged for every web request, e.g. dashboard page.
Once I am logged in as named user warnings no longer appear.
