Mitigate SVN timeout issues

SVN indexing does processing inside JavaHL callbacks. It may prolong SVN command execution time significantly even causing it to timeout.

Possible improvements:

• minimize processing inside JavaHL callbacks
• increase default SVN command timeout (which currently is 4h since 3.3 and 1h before 3.3)
