Add support for local SVN 1.5 repositories using pure java client

      Customers are starting to upgrade to 1.5 already and FE is failing for them, as SVNKit 1.1.* does not want to work with local 1.5 SVN repos. Having to switch to native client cen be either cumbersome, or even impossible for some customers - e.g. there is no Windows binary of the JavaHL for 1.5 yet
