Confirmed this is not only IE11, this is Windows 8, and does affect both IE10 and IE11.

Workaround

Windows 8 users need to use Chrome or Firefox to access admin when using admin password

Description

I clicked administration in the footer to log in as admin. This works in Chrome.
In IE11 the screen presented is completely blank.

However I can log in as a named user using the Log In link and screen.
