Unable To Switch Repository In Starter License

A FishEye instance with more then 5 repositories added to it, have 5 repositories in Running state. The other repository can't be started when any of the existing repository is stopped. When trying to start the other repository results in the error being thrown as attached in the screenshot.

Prerequisite:-
A FishEye instance using Starter License with more than 5 repositories added to it.

Steps to reproduce:-

1. Ensure that 5 repositories are running in FishEye.
2. Stop any of the existing running repository.
3. Try to start the other repository that is in Stopped state.

Note:-
Restarting the FishEye instance allows the repository to be started. The same repository that was stopped can be started back.
