As reported by customers (see https://answers.atlassian.com/questions/264103/fisheye-repository-cannot-be-restarted-during-after-backup) backup routine can occasionally stop the repository. This happens if repository wasn't stopped within 20 seconds since backup routine requested it and backup completed before repository was eventually stopped.
