Perforce: Files of type 'text' should be converted to selected charset in unicode mode

      Currently, file type 'text' with japanese character is not displayed correctly in FishEye/Crucible when the repository option 'Unicode Server' is enabled.

      It will be better if the file type 'text' is converted to selected charset in unicode mode
