SVN: setting a start revision prompts a restart, not a re-index

    Description

      HTR:
      1. configure an SVN repository with no start revision, and index it.
      2. in admin, change the start revision and hit save
      EXPECTED: prompt for a re-index
      ACTUAL: prompt for a restart
      (Chrome 33, OSX 10.9)
