When the repository admin dialog is loaded by clicking on one of the repository names in the admin repo list, it is possible for a repository state refresh message to be received by the browser before the repository state has been loaded. This results in excpetions being shown, although the repository admin dialog does successfully load.

We need to ignore state update messages received before the dialog is fully initialised.
