There is an option to upload profile image when avatars are populated from an External source

There is an option to upload profile picture (avatar) via Profile Settings > Profile & Email when Gravatar is enabled. However, uploading an image does not change the profile picture. This is confusing/misleading the users.

When Gravatar is enabled, FishEye/Crucible should not have the option to upload profile picture and mention that Gravatar is being used.
