Restrict User List Visibility to Admin Users

      In FishEye/Crucible under Administration > Security Settings > Authentication it is possible to set the "User List Visibility" to "Public", "Hidden" or "Visible to logged in users only". It would be nice to have these options extended to include "Administrators Only".
