Jira FishEye Plugin shows commits as the SCM author, rather than the mapped FishEye user

the FishEye REST endpoints should possibly return both the committer and the mapped user, and then we can modify the JIRA FishEye plugin to report one or the other or potentially both.

Something to note is that you likely wont be able to get avatars for the FishEye users when youre in JIRA.
