Add built-in support for use of proxy to contact external plugins site

We have the feature to set a proxy/credentials within it JIRA to tunnel through our company proxy and get to the atlassian plugin marketplace. I would like to see it in Fisheye/crucible. The instructions given to use the OS level proxy just don't always work right, or are sometimes feasible in the environment.
