Incorrect time indication on comment section when viewing revision details

1. Timezone "Europe/Brussels" (logging into FishEye, then clicking on the arrow by your name in the top right corner and selecting Settings, then validating the Timezone setting).

2. selected timezome "Brussels" on operational system...
it is gmt +1
and "Automatically adjust clock for Daylight Saving Time" check-box is selected.

3. Web server setting in FishEye is Server Timezone: Europe/Brussels

When creating a comment (please see attachment) the comment displays wrong time

But if and "Automatically adjust clock for Daylight Saving Time" check-box is unselected and time manually adjusted to correct local time than
the problem disappears.
