Allow specification of which mime-types are to be treated as text

FishEye svn processing currently treats any mime-type which does not start with text/ as a binary type. There are common types such as application/x-javascript which should be treated as text/ We should provide a mechanism to allow specific mime-types be treated as binary (and hook into existing mime-types file)
