Perforce branches are unnecessarily, repeatedly, scanned

When a FishEye Perforce repository is scanned, all Perforce branches which are not mapped to paths in the FishEye repository will be scanned (p4 branch -o) anyway. Moreover, these branches will be rescanned each time the FishEye repository is scanned, even though their update time is known not to have changed.
