Exception when upgrading to UPM 2.0 in Fisheye

Fix is to upgrade 2.8.0 to at least 2.2.4

Hi there!

A client reported an issue with the UPM Plugin in FishEye 2.7.10 and I was able to reproduce it.

com.atlassian.extras.decoder.api.LicenseDecoderNotFoundException: Could not find any valid decoders in [com.atlassian.extras.decoder.v2.Version2LicenseDecoder@f3dcf0, com.atlassian.extras.decoder.v1.Version1LicenseDecoder@2e2dc6] for license string

Steps to reproduce:
1. Enter in Fisheye's Administration page.
2. Click on Plugins.
3. Click on Upload Plugin.
4. Choose the file (atlassian-universal-plugin-manager-plugin-2.0.jar).
5. Click on Upload.
6. Restart Fisheye.

The error start to be showed in the Plugins Page.
