When creating reviews through rest in three stages (create review, add changeset, transition from draft to in review) sometimes the last operation (draft -> review transition) is rolled back a few minutes after its been committed. The review history shows the draft -> review transition but the review is in the draft state.

I've been able to reproduce this by creating review through rest in parallel threads until the problem occurs.
