How are multiple branch rules interpreted?

You can add as many rules as you need. For any given file, the first rule that matches is used.

The developers told me that the branch name is inferred by going through the branch rules in the order they are defined in config.xml, then for all those matches, it picks up the 'best' match (which is the one with the smallest logical tail).

These statements contradict each other.
If the developers are correct then the docs need to be modified.
