Extend the REST API to include editing repositories

We have a large team & our adoption of Fisheye is being hindered by the fact every time someone wants to add their repository to Fisheye one of ou admins has to do it.

We currently have a bunch of scripts that are part of our toolchain, one of which we use to clone existing git repos, I'd like to be able to have the fisheye repository created at the same time.

I've seen the new git clone features in the latest version of Fisheye, if this could be added to the API that would be good.
