Steps to reproduce:

1. Create a new ClearCase repository in the admin
2. Add the required fields on page 1 and 2 of the wizard
3. On the page 2, enter something in both the 'Include Pattern' and 'Exclude Pattern' under the 'ClearCase VOB Inclusion Rules' section
4. Now select a vob from the 'VOB to include' dropdown
5. Click 'Test connection'; nothing happens
6. Click 'Next' and then 'Add'; nothing happens

The same happens for the 'ClearCase Project Inclusion Rules' section when 'UCM' is checked.
The same happens when editing an existing repository

The workaround is to clear the 'Include Pattern' and 'Exclude Pattern' sections when specifying a particular VOB/UCM Project.
