Fix ExternalProcess in atlassian-procesutils to work around Sun JDK bug on windows platform

      On Windows, the Runtime.exec(..) cannot be called with Unicode characters in the command name or its parameters. There is a workaround using ProcessBuilder in combination with passing the unicode strings to environment vars and referencing those from the command line.
