HG: Add support for includes/excludes to hg

• Path has been removed from config.xsd and admin screens.
• Include/exclude are present in both, but not checked in code.

Look at how git handles path/include/exclude and abstract out support if possible to reuse the code. Add support for include/exclude into hg slurping.

Have to cope with copies/moves into the watched space (ancestors will not exist, so treat as new files) and copies (ignore) and moves (treat as delete) out of the watched space.

Add slurp tests for include/exclude settings.
