Implement backend passphraseless private keys on windows

      • Can we assume they are using hg tortoise?
      • Do we need to locate the ssh exec or is it on the path?
      • Test on windows!

      Changed scope for 2.5-M2 to just the backend work for windows - testing etc will be a separate sub-task
