Base ClearCase: File revisions from excluded branches are not picked up when merged to an included branch

    Description

      ...code which has not been included in any change sets for a given branch is not included in the FishEye repo source files. I.e. if code (x) was added in a prior branch (y) and merger into another release branch (z), x is not available for review in z unless it is "touched" in z.
