When you add a file to a directory in ClearCase, CC creates two file revisions:

1. rev 0 - to mark that an element has been added. The contents are empty.
2. rev 1 - the initial contents of the file.

This causes weirdness in Crucible; you can have multiple revisions of a single file in a single change set.
