Change the logging level of valid 'error' messages

There are certain instances where messages are logged as errors when they are expected behaviour (eg. the invocation of a cleartool lsview will generate an error if the view doesn't exist, but FishEye will trap this error and attempt to create the view).

These messages should be logged at an Info level instead, with appropriate descriptions of the actions being logged.
