DefaultFisheyeAccessor sets the license before validating it

It is possible to set set an invalid license on FishEye using the DefaultFisheyeAccessor.setLicense method. This method should perform validation on the incoming string and reject it if it is an invalid license.

I'm not 100% sure what should happen for expired licenses, but I reckon they should be allowed for testing purposes.
