Commit time is invalid in the code metrics report

Basically, the commit time in the code metric doesn't match with the one in svn server.See the following information

• Svn info and log, notice the commit time for rev 1 is 2010-06-16 18:11:31 +0800 (Wed, 16 Jun 2010)

• Server timezone settings in fisheye
• Source view in Fisheye shows the valid time commit
