The code which checks the load rules for Base ClearCase repositories is parsing the lines from the config spec that begin with 'load' and assumes that the load rule specifies a VOB, wheras the path specified can actually refer to a subdirectory of the VOB.

The VOB processing and inclusion rule logic needs to cater for subdirectories being specified in the config spec load rules.
