sal-fisheye-plugin not publishing fisheyeAccessor, fisheyeCommitAccessor and fisheyeUserManagerAccessor as OSGi service

JIRA Studio imports these three components, which are not published anymore in FECRU 2.2.1.1. Consequently, Studio's plugin could not be activated due to unsatisfied dependencies.

Attached is a patch to spring-components.xml to publish these components as OSGi services, patched against 2.2.1.1-build-468.
