Re-produce steps:

1. Run FishEye standalone
2. Create new project, then you would get this warning

   The PP project may have an incompatible permission scheme (default), as the project does not have the Moderator role enabled.
   The Moderator role is required for the following actions:
   
       * Summarize
       * Close
       * Approve
       * Re-Open
       * Reject
