No vobsToReturn were found error scanning ClearCase even though the Vobs were shown in the UI when configuring the repo

      The list of vobs is shown in the includes/excludes section of the repository config, but when the repo scans it throws this error: 

      com.cenqua.fisheye.config.ConfigException: No vobsToReturn were found
