Handle the deletion and re-creation of branches or tags better

      Currently if you delete and recreate a tag or branch

      e.g.

      This slows the indexing to a crawl.

      The workaround is to exclude these branches or tags, for example in the above example you would specify an excludes such as "branches/*-temp".
