Steps to reproduce
1) Within fisheye choose crowd authentication and within crowd create a user that has permission to log into fisheye
2) Check that you can log into fisheye with that user.
3) Within crowd mark that user as inactive
4) Check that you cannot log in as that user
5) Go into Fisheye administration and select re-sync. The inactive user remains.
6) Delete that user from within fisheye (still inactive within crowd) and resync. The inactive user will appear again in the user list
