Add Support for Scoped API Tokens in Forge CLI

      Atlassian has introduced the ability to create scoped API Tokens. The Forge CLI does not yet support these. 

       

      Adding support for this would enable tokens to be created that are scoped only to features required to support use within the Forge CLI.
