Examine the possibility for Crowd to deal with "archived" users to avoid NPE's in JIRA when users removed from Crowd directory.

      Potentially create a JIRA plugin that would auto-create archived users in a Crowd internal directory to avoid the NPE's the currently happen if a user is removed from a Crowd directory but need to exist in JIRA for historical data.
