Accessing /crowd/console results in Access Denied error.

      Issue Summary

      • After upgrading Crowd to version 6.0.0, we are presented with the 'Set up Crowd' page.
      • When clicking on the 'Set up Crowd' button, we are redirected to the <BaseURL>/crowd/console URL and this results in an Access denied error page.
      • If we browse the same URL on v5.3.3 we get redirected to the login page.

      Steps to Reproduce

      1. Upgrade Crowd to v6.0.0 from v5.x.
      2. Access the BaseURL, which will be presented with the Setup Crowd page.
      3. Click on the Setup Crowd button, this redirects to Access Denied page.

      Expected Results

      • After a successful Crowd upgrade, it should print a successful upgrade message on the UI and let users login.

      Actual Results

      • After upgrading Crowd, it redirects to the Setup Crowd page.
      • Clicking on the Setup Crowd button redirects to Access Denied page. 

      Workaround

      • Accessing the <BaseURL>/console/login.action or clicking on the Crowd menu (from the Access denied page) will bring the login page.
