empty 'full name' yields unclickable link

When a user's full name is empty, fields that should display the user's name instead display a link with empty text that can't be clicked:

               <td valign="top"><b>Reporter:</b></td>
                <td valign="top">
                    <a href="/secure/ViewProfile.jspa?name=Mohamed"></a>
                </td>

Instead, it should probably repeat the user's username as the link text.
