Crowd needs to send "User added notifications email" for a new user created through REST API.

      Summary:

      Currently, Crowd sends User added notifications emails when new users are created through CROWD UI and checks the Send notification email box. This does not happen when the new user is created via REST API.

      Proposed Feature:

      CROWD should send the User added notifications email when a new user is created using the REST API call in Crowd internal directories.
