Paths in REST API docs are invalid

Issue Summary

Issue related to the paths in REST API docs for the recent Crowd versions.

Steps to Reproduce

1. Step 1: go to REST API docs of the affected version -https://docs.atlassian.com/atlassian-crowd/4.4.0/REST/
2. Step 2: review REST endpoints

Expected Results

• paths should start with `/rest/admin/1.0` or `/rest/usermanagement/1` or `/rest/directorymanagement/1`
• example: GET /rest/admin/1.0/samlconfig

see https://docs.atlassian.com/atlassian-crowd/4.3.0/REST/

Actual Results

• endpoint paths are not valid - missing prefixes
• example: GET /rest/samlconfig

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
