When adding a new user in Crowd, the 'Active' check box comes checked by default

Suggested Solution

Would be a great improvement if administrators had an option to choose the default value.

Why this is important

In an instance where administrators don't have an option via LDAP to keep users from logging in to Crowd and creating an account, it would be great to keep the new users as inactive users until further changes so they don't consume licenses.

Workaround

Manually remove user 'Active' flag.
