Issue Summary

Crowd removes non local groups from remote directory even when 'Manage groups locally' is on. This is change in behavior as pre 3.6 Crowd did not attempt to remove group from remote.

Steps to Reproduce

1. Connect Crowd to remote directory and select 'Manage groups locally'
2. Synchronize groups to Crowd
3. Remove one of groups that was synchronized

Expected Results

There should be information that group cannot be removed

Actual Results

Remote group is removed

Workaround

Make sure that the user account used for directory connection does not have permissions to remove remote groups
