Some work has been done in the Confluence Extension space around adding support for Siteminder for Confluence. This has been by extending Confluence's authenticator.

A 'nicer' approach would be to use Crowd (removing the need to create a user in Confluence).

Some information is needed in just how Siteminder stores/access it's "users" and how it handles credentials and SSO.
